Does Changes Notices have Promotion Requests?

Can Change Notices have the Promotion Request? If yes, which WRS do I need to use to fetch the Promotion Requests for a Change Notice?

No, Change Notices are process objects.
A Change Notice transitions through its states as part of the workflow process.
