must be Windchill & Thingworx installed in same local for using navigate?

Hi, i tried to installed navigate

commonly windchill has deny access other network

users access a windchill only in same network 

when i installed navigate 1.4 with ThingWorx 7.3, i tried to access ThingWorx Navigate but occur DNS ERROR

so i have questions 

1. must be Windchill & Thingworx installed in same local for using navigate?

2. How to access Navigate on other network?(it will be using reverse proxy? VNS?)
