If you want to configure Windchill Authentication (SSL client authentication at its core), I believe ThingWorx SSL is not mandatory but recommended. Windchill on the other hand must be configured with SSL.

If it's not too troublesome, configuring SSL for ThingWorx is the safest and recommended.

Even you skipped SSL configuration for ThingWorx installation, you can always come back to configure ThingWorx SSL manually if that becomes necessary for the connectivity you want to achieve.
