ANSY? on Basic dims - 2X, R and Diameter outside the box?

Gentlemen,

Are the R for radius , diameter symbol and 2X repeat quantity supposed be
allowed outside the basic dimension box? WF2 always had those inside. WF4
has them outside. Is there a confic switch to change that? Or does the ANSY
standard allow that? I have seen on the 2009 version the 2x outside but the
R and Phi inside.

Can anyone shed some light on this?

Reading the spec requires some interpretation.

This is taken from the 1994 spec, ASME Y14.5M-1994 (in red)

The diameter symbol precedes all diametral values. (1.8.1)
Each Radius value is preceded by the appropriate symbol. (1.8.2)
The symbols used to indicate diameter, spherical diameter, radius, spherical radius and controlled radius..precede the value of a dimension or tolerance. The symbol and the value are not separated by a space. (3.3.7)

Reading these together, then the basic block is placed around both the symbol and the value. No space between the symbol and the value, no room for the basic block line.

Repetitive features or dimensions may be specified by the use of an X in conjunction with a numeral. Where used with a basic dimension, the X may be placed either inside or outside the basic dimension frame. (1.9.5)
