Can't applying GD&T to a Reference Dimension Creo 4.0 M040

Hello, I'm running Creo 4.0 M040 and having an issue with applying a feature control frame (GD&T) to a reference dimension. I have researched the issue on PTC's website and this was resolved on M030 but an issue again in M040.

With my focus on 100% machine readable annotations, I don't want to create a regular dimension and place the parentheses around it, this will still have the default tolerance associated to the dimension. Making this a true reference dimension has no tolerance and works well with downstream software.

If anyone has a solution please let me know.
