Cannot open file 2D in user rights

I am using Creo Parametric 3.0 M180

Dear support,
My customer use Creo 3.0, so now they have issue that: when they start creo in admin rights they can open file 2D norrmaly, but when they move to the user rights they cannot open file 2D, but open file 3D normally.

Fatal eror encountered. Atraceback has been written to C:DATA\traceback.log
