I identify the top level assembly like this: Filename-TLA.asm.

And weldments, which are parts in the physical world, but assemblies in Creo like this: Filename-WLD.asm.

the best way "How to select top level assembly" is following:

Top level assembly is named like: 00_ ...

top_level_assembly.jpg

This will guarantee, that top level assembly will be shown as one of first row.

Our PTC provider AVengineering use the same method...

This is not possible out-of-the-box.  Just how would you have the system determine that a file is a top-level assembly?

By the way, if you don't have Windchill and access to where-used function, then this might be an alternative:
