Creating a Datum Feature Symbol on a Leader

Does anyone know if it is possible to create a Datum Feature Symbol placed on a leader? See attached image from ASME Y14.5-2009. We're currently using Creo 4 M040 and cannot figure out how to do it. I tested this in Creo 5 M000 and can't get it to work in that either.

Here is what technical support is saying:

 

From your example image, both B and C are currently possible.  B placed on the surface and C is on a dimension witness line.  D is possible if is a leader attached to a radius or diameter dimension but not possible as a note leader.  When placed on a surface such as A, the DFS can only be dragged to the extents of that surface but there will be no leader.

 

Workarounds for this would be to use a custom symbol rather than the DFS or to attach the DFS to sketched entities.

Thanks for the follow-up, TomU. It's appreciated. It's unfortunate that Creo still isn't compliant with Y14.5-2009.
