Creo Parametric Options - Favorites - SUMMARY
Once again, ptcuser to the rescue!
The answer is:
You have to export the favorites you've created into your personal config.pro file. Every favorite you add will place a line item in your config.pro file like these:
content_favorites_page_options system_colors_file
content_favorites_page_options display_plane_tags
So my config.pro needed to have these two lines:
content_favorites_page_options freeze_failed_assy_comp
freeze_failed_assy_comp no
