Dimension to tangent of arc in drawing

Hello!
I've had this issue lots of times.  However, I cannot duplicate the problem on demand, so PTC will not allow me to report it as a bug.  It's minor, but frustrating.  Anyone else had this?

1. I place a dimension to the tangent / quadrant point of an arc, which is where I want it....(something the toolmaker can measure to)

2. Usually after a regenerate active model command, or closing and re-opening the drawing, the dimension toggles to the center of the arc.
