Does model annotations/MBD work with Drawing package?

I was wondering if model annonation/MBD practice should be used if you are combining that effort with a drawing. For example I show all my dimension on a piece part and port over the same structure to a drawing yes the dimension show, but I have been noticing numerous glitches with layers, datums appearing and disappearing, and not being able to drag datums on a drawing off the surface of a part. The issues compile even more when dealing with complicated models. So i guess the real question is should the MBD/model annotation package and the Drawing package suppose to be utilized separately and not in tandem, since the have 2 different standards they need to follow?
