Dual Dimension Decimal places

Am having issues with the dual dimensions on 2 drawings.  I have Imperial first metric second and am able to edit the first dimension precision but the secondary value will not change.   Tried setting dual_digits_diff to 0 but didn't change anything.

Using Creo 4.0 M010
