Merge Boundary Blend Fail

Hello, 

 

I have a part (see link below, for some reason it wouldn't let me upload it) that needs to eventually be solidified. I cannot however merge the last boundary blend to the rest of the surfaces. Any thoughts?

Try uploading it as a ZIP.

I cannot read the file.  Creo 4.0?
