Notes and Tags in .drw

I have drw template file that I use to export dxf files to our laser dept. How can I save settings to that template so that notes and tags do not show up? Thanks, Brian

My process in the past for DXF files is to create a blank sheet, means select page setup and select page un-click show format, with a view that is scaled 1:1.
