Solved - Decal Surf Background Color Won't Stick
Still not 100% sure what the issue was, but I finally gave up and
created a new color as a copy of the default grey and re-applied the
decal. It now 'sticks'.
The only thing I can think is that the others were modifications of
colors that exist in our default colors and at restart Pro/E re-applied
the background color from the color.map, although it kept the decal.
