Command Context - Disable and Discovery

I am trying to achieve one or both things - 

  1. Disable what I’ll call “context-based filters” for commands. For instance - in order to add a hatch to a surface in a drawing, as far as I can tell, I must have layout tab active, and surface selected as the selection filter. If these aren’t absolute requirements, there seem to be many cases where hatch/fill isn’t available to me. It isn’t always intuitive to determine how to “expose” certain commands, and so I’d like to be able to disable default “context-based filters.” 
  2. If above isn’t possible, is there a clear way to review commands and see what their requirements are? In the above example - how to know the requirements of ‘hatch/fill.’ I find it cumbersome to look up and remember the conditions for each command. I have been doing this and creating my own table, but it is becoming a burden to my workflow.

If neither are possible, “not possible” will suffice. Thanks in advance.
