Find Function

Attached is a Mathcad sheet I am working on and am having a brain "fart" on trying to finish a simple find value function. I have written an equation to spit out the top value so that it can be looked up in a chart and spit out the value below it.

I just need a little help

Yes, I have written a match function that spits out the row,column however I cannot get it to spit out the number in the second row
