Incomplete Circle Graph

Can anybody help me to handle this problem:

Why this circle is incomplete?

The gap bitween this half-circles depends on the position of the centre of the circle (a,b)

See attached file for two workarounds (i was surprised that the first one worked).

For a perfect circle you might consider doing a parametric or polar plot.
