Programming Mathcad problems

To Whom It May Concern,
I was playing with lotto numbers and just trying to come up with a simple algorithm to just find the frequency of numbers based on digit placement...not on the entire number base, but on that digits' number span. I think I am having problems with values transferring from programmed functions I wrote that are not going into the next algorithm for calculation. My attached program is a little junky I know, because I was trying to troubleshoot the problem, but that is another thing...I couldn't get values to output in their troubleshooter either. Not sure how that works either..HELP!
