This array index is invaild for this array

my partners all had their set up the exact same way, but for some reason mine is not working correctly. Can anyone offer assistance?

It is most likely a simple mistake on my part, but even my TA's could not find it.

Check your iteration. i = 0 to 199 but j = 0 to 200. Changing j to 0 to 199 seems to work.
