Can anyone guide me or provide code to create turbo code encoder in mathcad.

Can you give us something to work with. You cannot expect collabs to use there own time without providing something yourself.

Anyone know if it will still work with current Mathcad versions?

You will have to have a lot of luck if anybody is able and willing to share a full implementation in Mathcad you can adapt to your needs.
