While Looping Variable Not Changing

Hi,

I have attach mathcad file here which I used while loop to test the data rows of an excel file according to an equation. I don't have any idea how that variable (in this cas Fe and Fcr) will have a new value when a new loop is executed (that is when rx1s and ry1s changes). Pls see the attach file. Your help is greatly appreciated.
