Cannot get a license for MC14 on new Win 11 computer

Cannot get a license for my MC14 which I installed on a new Windows 11 computer.

When I run the Mathcad License Setup Wizard and log into my account, I get the ERROR: The remote server returned an error: (403) Forbidden.

MORE INFO:

The old computer hard drive failed so I need to install MC14 on the new computer.

This MC14 is an upgrade from MC 13. So, I also installed MC13 first along with the required .NET framework on the new computer. But, MC13 does not run (does not even start).

For some reason this "issue" will not go directly to tech support?

SOLUTION: 

I got a new license for the new computer from the PTC webpage: "Transferring Mathcad Single User or Student license from an existing Host ID to a new Host ID"

After submitting the data on that page, I received a license by email within about 15 minutes.
