February 2, 2022 .NET update causing problems. Splash page opens for Mathcad, but won't proceed.

Windows updated the .NET framework this morning. When I try to open Mathcad 7.0.0.0, I get the splashpage and then nothing happens. Is there a patch for this?

The previous windows patch .exe is not correcting the issue for me.
