As per this thread - question related:

 

Hello, Not the same, but I am experiencing issue with Event manager like, Event manager showing retry options for conflict in standalone Windchill application and at the same time "From CREO the story is different, I don't have any retry options for a same conflict."

Issue was due to custom listener after disabling the listener issue got solved.
