You can’t do this out of the box, you need to program this and the Windchill parameter string is limited to 80 character. This first character (~20) are mostly useless.
But to be honest, I have no clue why this could be a requirement 😩

Can you share more of why this is a requirement? Maybe there is another way to meet the need. It sounds like maybe there is some deeper need for version control or maybe access control?
Are you using Windchill or another PDM system? The file location, once saved, is stored in the object parameters when using Windchill. Very easy to extract into a note on the drawing face.
In a native filing system, you do not have any location parameter. You can create one and then cut the Working Directory location into your location parameter and use that for a drawing note. Alternative is just cut and paste the Working Directory location into a note. Neither will update if you move the file.
What is your use case for needing this information on the drawing?
