Licensing Error Creo 7.0.2.0

I'm trying to download, install, and use the student version of creo parametric. I successfully downloaded it 3 times now but each time had an error "0x06000012" when trying to run the software each time. I deleted everything again to try and resintall but now I'm getting a license issue. I'm trying to use Creo 7.0.2.0, with the license code BK700908EDSTUDENTEDUNI and when I hit install licensing it says "Error!"

For error 0x6000012

Uninstall PTC Quality Agent from Control Panel > Programs and Features
Re-install the PTC Quality Agent using qualityagent_64.msi file from install > addon folder from the downloaded cd image.
