Expression Rule Types ConfigurationValidation & DefinedValidation

I want to execute a Custom Object when a ConfigurationValidation or DefinedConfiguration event takes place.  These Expression Rule Types however are disabled (not visible through in the UI). Where do I go to enable them?

    Connected Configuration is a separately-licensed feature. If you'd like to experiment with it, please talk to your account team about getting it enabled in your sandbox.
