Is there a way to navigate to different parts of a mashup based upon an event by using say the navigate widget or some other widget?

Yes, the Navigation Widget is exactly what you would use for this. It is essentially a button that redirects users to another mashup, as specified in the widget's properties. Here is a link to the Help Center documentation on the Navigation Widget: Digital Media Publisher
