Is it possible to create a stacked bar graph using a proportional chart widget or do we need to install the following custom chart widget ?

Proportional or Label type chart might work.

Else in the Marketplace there is a Gantt chart widget as well besides the one you mention.

I don't know for sure which one will fit your needs.
