This, potentially, is an issue that has been reported and fixed in multiple versions of Pro/Engineer and Creo.
What version are you using?
Are they shown dimensions or created dimensions?
If you look up the issue in PTC's support tool, and find that it is supposed to be fixed for your version, you should open a case with them so they can fix it.
