Data load - Change Notice using

I was trying to load few Change Objects using the OOTB XML file "changeObjects.xml" . I tested it and it worked. It created a PR , CR , CN , CA no issues there.

However in our system we create CN without a CR. So when I used the same OOTB XML file - editing and removing the PR & CR lines, just keeping CN & CA lines - tried to load it , the loader failed. Looks like the loader works only when the CR , CN & CA informations are there.

I would like to know if anyone was succesful in creating just Change Notice and Change Activities without creating the Change Request using the OOTB load from file option
