Firstly, Workgroup Manager is not the interface for Creo Parametric but is instead used for non-PTC CAD (like Solidworks, NX, Catia, etc.). Windchill is built into Creo Parametric. 

When you say you want to “publish values on Windchill of Creo” are you talking about displaying model values in the workspace/commonspace views? Or the other way around - displaying Windchill system attributes within Creo parameters?

If you’re specifically asking about publishing - as in using Windchill Visualization Services with a CAD worker - that’s a separate set of questions.

First, there’s a parameter mapping that you need to account for in Creo that maps your parameters to Windchill attributes.

Even though the above is 13.1, the same is relevant to 12.1 and older versions. 

If you want to have your Windchill attributes (like State, Revision, Number, etc.) displayed on something like a drawing, commonly these are added to the drawing template and they publish that way. Depending on your CreoView adapters there are further overlay options within publish rules (a post on this).

Alternatively, you can add note overlays on the drawing for the same… or you can get fancier with Windchill Extension overlays are even write your own with something like pdfbox (this post).

What attributes are you trying to publish and where (model, drawing)?
