How to disable highlighted displayed banner after Promotion or Problem Report Creation?

After Problem Report creation , Promotion Request creation, a notification is displayed through a transparency banner. To close this banner, you have to click on the opposite side.

Esc  button is not available to go faster....

Is it possible to deactivate this popup notification?

    Take a look at this idea.  It has some suggestions on how to adjust both the size and duration.
