Multiple Work Flow Assignment Routing

I am trying to model this Work Flow where there are 5 Assignments to the 5 Departments. All the 5 Departments need to record their comments and if they all aprove it goes to next step. Howevere if any one says "no" it has to go to rework. I am trying to design this mostly with ADD Connector / Conditional routers . I am trying to find options other than the "Tally" routing expression.

Alex,

I have done it in the path with multiple - you need to have multiple links from each one though that will cancel the others if one is rejected and have a router at the end that waits for all to complete.

The other option is to use the example I am attaching which is a little easier.
