Number of approvers for workflow in Intralink 9.1

The OOTB workflow "Promotion Request Approval Process" requires that all approvers approve to complete the promotion.
I would like to change this to be ANY approver.
As I understand it, this is easily modified in PDMLink.
However, I have Windchill Intralink 9.1 M060, which does not allow any editing of workflows.
Is there an alternate way to edit the workflow?
