Policy to control a group in role "Project Manager" from Creating and Deleting a Project.

Hi Guru's

I have a case where I have a Group (GroupA) which is in role "Project Manager". This group (GroupA) needs to be given all permissions except "Project Create" and "Project Delete".

I am having a hard time setting this rule.

Can you please throw some light on how to achieve this ?
