ProjectLink unavailable ?

We're trying to stand up ProjectLink 10.1 and I'm getting a big red question mark on the upper right corner of the details page for a test project. There is a clipboard Project icon, the word defined and then the big red question mark which say "unavailable" if you mouse-hover above it

Emails are not being sent when a project is started, so there seems to be some pretty fundamental issue with this install.

Any thoughts?
