Remove user from approver role

All -

I have a user that I need to remove from the roles in his team that authorize him to change/set state. When I select and remove him from that role,I get the error that I can't remove him because he has items that are checked out in that context. Is it possible to only remove him from specific roles? I don't want to remove him completely, just to limit his permissions a bit.
