Windchillers,
Have checked the LSNRCTL>status and it displays that the LISTENER is working fine.

Attached please find the PTC Solution Installer log. Any clues?

Is this a monolitic install or are you trying to install the OCU only?

If you are trying to configure the OCU for the first time, I would delete
the following files and try to re-run the PSI.

<oracle_home>\Network\Admin\listener.ora
<oracle_home>\Network\Admin\tnsnames.ora

Also, I would remove the instances of the Oracle Listener from Windows
Services
Start --> Run --> regedit
Navigate to and delete:
- HKEY_LOCAL_MACHINE --> SYSTEM --> CurrentControlSet --> services
--> OracleOraDb11g_home1TNSListener
Restart the system and re-run the PSI
