SPAM: Where did the Work Items go?

This is definitely more detailed than I was getting. Thanks.
Maybe I should describe the scenario another way.
One of our super users/admins was asked to find all "Initial Review"
Assigned Activities ever created in Windchill.
Of those activities, he is to determine the duration of these Assigned
Activities. Then, sort them based on Assigned User.
I believe the goal is to determine if this task takes longer when it is
delegated. The Engineering Manager is usually responsible for this
task, but when he leaves town, he delegates his tasks to one of his
subordinates. (I think he's trying to verify that things run smoothly
when he's not here so that he can take more time off without anyone
noticing (just kidding on this last part).)
So how does one achieve this task? What's the best approach?
Obviously, we were trying to use work items/activities that have names
that start with "Initial" to try and extract this information but we're
not getting anywhere.
This actually roles up into more reporting issues/questions because we
ultimately want to track times on each activity we perform so that we
can find bottlenecks and calculate metrics over time (months and years).
Is this possible?
