User names disappearing from drop down lists

We have just noticed a strange occurrence Windchill 9.1. When users are reassigning a task from their assignments table and click on the drop down box to select a reassignment name, certain names that have always appeared in the list before are no longer listed. This is a system wide occurrence. The missing usernames are still valid principals. It does not matter who is attempting the reassignment or on what task. The same user names are always missing from the list.

I'm assuming (and hoping) this will clear up when we shutdown and clear some of the temp files and caches, but I wondered if anyone has experienced a similar behavior and if you have any insight into the root cause.

We have weird issue with the User drop down in the reassignment history table recently. For certain products the User drop down was not painting correctly. I cleared all the users from cache and it was ok. It rebuilds the cache correctly.
