What does this symbol mean?

Good morning,

We are in WC 10.0 M020. Every once in a while we get the following symbol showing up. What does it mean and should I be concerned that it isn't the normal wtPart symbol?

Not specific to 10.0

Given the user's current config spec, System:
- Attempts to find latest Version which satisfies and displays it
- If none found, displays as you show (the Part Master)

These are at Design state, so that explains it.

One last update on this.
The user this happened to was using Pro/E objects and wtParts created by another user.
The other user forgot to check-in the wtParts.
Once he did, everything was good.
