Windchill Flex initialization error. (-96)

When I am trying to start Windchill 10.1 when working away from the office while logged in over a VPN using a 4G dongle I'm getting a error License initialization failed: Flex initialization error. (-96)”. When I get back to the office network it opens without issue. IT have been unable to resolve this issue as of yet so I cannot work on my files away from the office. We have 5 floating licenses set up on a license sever. I am the only one using the product at the moment.

I have seen this mentioned befor in 2011 but there was no such reply. Does anyone know what might be causing this error.?
