Windchill Illustrate [Linkage]

Not sure it works like that. You can embed or link CAD data but the way Creo Illustrate access Windchill is more like Desktop integration so you don't actually get to see the CAD. if you export it and link it from a local drive that works. 

For what you want to do, your best bet is to setup a post-publish so that you have the .pvz file as standalone that you can embed or link in Creo Illustrate. This will have an association to which CAD had generated it and then you can do your work in Creo Illustrate.
