Windchill Prediction - Hybrid Circuit Type Criteria

We are a hybrid microelectronics manufacturer, and we are trying to determine the criteria for making a determination between linear and power for the Hybrid Circuit Type, or the circuit function factor per MIL-HDBK-217. Solid criteria for this determination is critical because it has a significant affect on the results of the failure rate/MTBF calculations. Can anyone help us with a document that defines this, or provide us with any information that may help us make this determination?
