Unable to create custom Service Effectivity

Unable to create Custom Service Effectivity even custom type registered in serviceEffectivityConfig.xml and custom type attribute created in Service Effectivity type .

ServiceEffectivitiyConfig.xml ---serialNumberNModel is custom type.
