Can anybody help me to solve the tolerance issue in my Creo 4.0 ?

Why the tolerance option is disable on some of my drawings ( not on every drawing ) ? I did turn on the tol_display as yes , Still didn't work . I would really appreciate if somebody help me on this ?

Set drawing option (DTL option ) tol_display as yes

 

(File > Prepare > Drawing properties > Change detail options)
