New user of Creo 3.0 here. I am trying to find where the "lead_trail_zeros" setting I am used to from Creo 2.0 is located for displaying a leading zero on dimensions in a drawing. Anyone help?

In your drawing .dtl file. This file gets saved into every drawing. With the drawing open, go to File, Prepare, Drawing Properties, change Detail Options.

Andrew,

As mentioned in earlier responses lead_trail_zeros is a part of drawing options file (File > Prepare > Drawing Properties > Change Drawing options).
