I think I found out where I would like, that is: Creo Parametric >> Routed System. In this way the button is enabled.

Those are part of the "old" forum structure.  New Creo Parametric modeling posts should be created here:

I am searching for long time to enable 'start a topic' button but its showing disabled only. Can someone help me out?

Based on the image provided, you are trying to start a topic in a Community Category that is read only.

 

If you are looking to start a topic around Creo - please select the appropriate forum from this CAD category.
